Covid-19 Audit Update June - England

The agreement with the Environment Agency regarding renewal audits and Covid-19 in England has been extended to 30th September with some additional conditions.

REAL currently have an agreement in place with all the UK Environmental Regulators where there is a temporary amendment to the Scheme Rules which allows for remote inspections and on-site/physical inspections to take place. On-site inspections take place where possible, following a COVID risk assessment; where the auditor and operator can comply with government guidance including social distancing, hygiene practises, and PPE. Remote inspections take place where the auditor or site cannot comply with government guidance, there are local or national lockdowns in place, or there are issues with staff affecting their ability to carry out a physical audit.

The additional conditions for renewal audits in England are listed below:

• On-site audits are to be presumed, but in certain circumstances, where an on-site inspection is not possible (e.g. there are area restrictions in place), a remote inspection can take place. The certification bodies will document the reason for choosing a remote inspection.
• Second remote renewal audits must be avoided. If this cannot be done then the reasoning will be given by the certification body to the local EA officer.

These arrangements only apply where on-site audits cannot be carried out because of Government Covid-19 restrictions and the agreement may be withdrawn prior to the end date.

This agreement has been extended from 1st June until 30th September 2021, with another review in July. All operators will be informed of any changes.
